Foreign Affairs Minister Moses Wetangula confirmed the existence of such a list of rules of engagement and said that they were going to present them "before the end of the day."
ODM's Secretary General Anyang Nyong'o on his part told a news conference in Nairobi that, "yes we have forwarded a list of our rules of engagement and we are awaiting a feedback from the mediation team before we can make them public."
We however learnt that President Mwai Kibaki's PNU party has insisted that the talks be governed within "the existing legal framework" and that "issues raised as a result of the talks be squared out in the presence of the other party and not in external Press Conferences."
Odinga's ODM party on its part is demanding that the talks "be regarded as an engagement between political parties and not the opposition and the government."
"We also demand that the other party ceases referring itself as government since that is the bone of contention."
Kibaki's party on the other hand wants "peace maintained during the entire period of the dialogue process, there can never be talks when Kenyans are living in fear."
ODM is also saying that "State protocol should be dropped since there is no government and instead the Annan team should take over the arrangements during the talks."
