Towards an end of Crisis in Guinea ?


  1. The memorandum of agreement for ending the crisis has just been signed in Ouagadougou, Burkina Faso through the mediator, President Blaise Compaoré.

    Captain Musa Camara Dadis still "recovering" will stay in Ouagadougou and elections will be held in "six months" after the transition.

    Note that the agreement also provides for a "role" for each of the parties present in Ouagadougou, including the delegation led by Colonel Moussa Keita who demanded the return of the head of the junta in Conakry.

    Here is the complete agreement signed on 15 January 2010 in Ouagadougou by Blaise Compaoré, the mediator in the crisis in Guinea, Sékouba Konaté interim president of the ruling junta in Guinea, and Dadis Camara, the head of the junta.

    - Considering the appointment of His Excellency Blaise Compaoré, President of Burkina Faso, as mediator in the crisis in the Republic of Guinea;

    - Determined to promote reconciliation with the Guineans themselves and to restore trust between rulers and ruled by respect, trust and mutual recognition;

    - Determined to restore in the Republic of Guinea a democratic constitutional state, respectful of individual and collective freedoms and principles of good governance;

    - Bearing in mind the various interviews conducted by the mediator in order to restore political dialogue between the different components of Guinean society;

    - Committed to work jointly to create the Republic of Guinea conditions for a return to normal constitutional order and democratic transition consensual and pacified;

    - Referring to the deliberations and resolutions of the Economic Community of African States (ECOWAS), African Union (AU), the United Nations (UN) and the International Contact Group on Guinea (ICG-G);

    - After consultations in Ouagadougou on and January 13th and 14th , 2010;

    Captain Dadis Moussa Camara, President of the National Council for Democracy and Development (CNDD) and President of the Republic of Guinea, General Sékouba Konate, Vice President of the CNDD, Minister of Defense, President of the Republic acting, and His Excellency Blaise Compaore, President of Burkina Faso and mediator in the crisis in Guinea, have agreed on the following measures for a peaceful transition in Guinea:

    1. Respect for civil liberties, including freedom of press and opinion;

    2. Ensuring the safety of persons and property;

    3. The reorganization and reform of the Defense Forces and Security;

    4. The creation of a National Transitional Council (CNT), deliberative political body, led by a religious figure and composed of 101 members representing all segments of Guinean society;

    5. The appointment of a Prime Minister from the Forum of Guinean Active Forces;

    6. The formation of a Government of National Unity;

    7. The revision of electoral rolls;

    8. The organization, within 6 months the presidential election in which will not participate members of the National Transition Council, the Head of Transition, members of the CNDD, the Prime Minister, members of Government of National Unity and members of the Defense Forces and Security in activity;

    9. The use of civilian and military observers from ECOWAS;

    10. The setting up of an independent monitoring, evaluation body;

    11. The signatories of this statement call upon the international community to assist political, financial and technical implementation of the above measures adopted;

    12. His Excellency Blaise Compaoré, President of Burkina Faso and the mediator in the Guinean crisis, will appoint a special representative of the transitional authorities of the Republic of Guinea.

    Concluding their fruitful discussions, His Excellency Blaise Compaoré, President of Burkina Faso and the President of the Republic of Guinea Acting General Sékouba Konaté, welcomed the satisfactory evolution of the health of the President of the CNDD, Captain Musa CAMARA Dadis.

    They expressed their full solidarity and compassion for the ordeal he has suffered, while wishing him a speedy recovery.

    The President of the CNDD, Captain Dadis Moussa CAMARA, in turn, expressed his deep gratitude for the valuable support of all kinds which he has benefited from them. He also said emphatically that he freely takes a time of recovery, while remaining available to contribute to the transition.

    Finally, His Excellency Blaise Compaoré, President of Burkina Faso and the mediator in the Guinean crisis, President of the CNDD, President of the Republic of Guinea and Vice President of the CNDD, interim President of the Republic of Guinea send their warm appreciation to His Majesty, King Mohammed VI, and all the Moroccan authorities, including the medical profession, for hosting, with great generosity, and treated with great professionalism and affection, Captain Musa Dadis CAMARA.
