The Rivers State government has received the graduands of the pioneer batch of the Governor's Overseas Scholarship programme. In a state reception which held at the government house, Port Harcourt, the Executive Director/CEO of the Rivers State Sustainable Development Agency (RSSDA), Mr. Noble Pepple while presenting the graduands said, "today we are seeing the first fruit of the governor's determination to achieve a whole new crop of well-trained and solid manpower for the state.

These young Rivers men and women have been adjudged fit and proper in content and character. They are not just ICT graduates; they possess ICT professional certification also."

Receiving the graduands, the Deputy Governor, Tele Ikuru, who represented governor Rotimi Amaechi stated that the state was delighted about their successful study and return, and charged them to put the knowledge gained to good use to create positive impact in the state.

"The State government through RSSDA has given you the greatest gift which is education, from now on it is in your hands what you make with it," he said. "Education is the bedrock of our administration, through it we are creating a new knowledge driven economy that would drive the new Rivers State.’’

The Rivers State Sustainable Development Agency (RSSDA) is a strategic initiative of the Rivers State Government set up under a legal framework to refocus development efforts in the areas of poverty alleviation, grassroots development and youth empowerment in the state.

The Agency’s flagship programmes include the State Governor’s Special Overseas Scholarship Scheme through which it aims to enhance the state’s human capital base.

Over 1,000 young Rivers State men and women, including the physically challenged are currently studying in eight overseas countries for degrees in various fields, such as medicine, engineering, ICT and geosciences.

Speaking on the cost of funding the programme, Mr. Pepple said the state government had demonstrated that investing in the youths of Rivers State is the only way to secure the future. He stated that the Governor’s Overseas Scholarship Scheme alone cost the Agency the sum of N5.5b in 2011, while N6.9b will be spent in 2012. But "this is a worthwhile venture" he said.

The 93 young Rivers men and women graduated with a B. Sc (ICT) of the Oxford Brookes University, United Kingdom (Informatics centre campus in Singapore)
The IT professionals trained in areas such software engineering, computer systems security and robotics in industries.

They distinguished themselves as worthy ambassadors of the state. One of them, Mr. Darlton Whyte, emerged the best graduating student of the school.
