Yoweri Museveni of Uganda has urged the international community to assist the interim government of Somalia to establish a strong army for the country. He said that without a strong army the war torn country cannot establish its authority. He said by so doing levies can be collected for development.

Museveni, was receiving credentials from new Ambassadors and High Commissioners to Uganda at State House, Entebbe. The incoming Somali Ambassador to Uganda, Sayyid Ahmed Sheikh Dahir, a petroleum engineer, conveyed a message from President Abdullah Yusuf Ahmed to President Museveni.
He hailed the President for Uganda’s contribution to the peace process in Somalia. He said that the Somali government lacks revenue because it cannot collect taxes. Sayyid said there was need for more talks and assistance by the international community, particularly Uganda, to ensure lasting peace in his country.
The President revealed that during the recent United Nations General Assembly in New York, it was resolved by the Somali stakeholders who met on the sidelines of the meeting, to organize a summit on Somalia which he said is in the offing.
He said this meeting will be attended by representatives from the Somali government and the country’s MPs, Uganda and Burundi which have sent peace keepers to Somalia and other stakeholders. The summit, Museveni said, will take place in Nairobi.
Meanwhile, in a separate meeting with the new Italian envoy, George Napolitano, the Uganda’s President Yoweri Museveni said that the current international financial crisis will help African countries to sell their products. He said that it also gives the developed countries to have a new plan for the future.
Museveni said that the crisis shows that the developing countries have been pursuing wrong economic policies which must be changed to meet the current international demands.
President Museveni told the new Ambassador that Uganda produces food but lacks the capacity to process it and appealed for Italian assistance in agro-processing industries.
Ambassador Napolitano told President Museveni that his country, through private companies, can help in agro-processing. He promised to identify such companies for Uganda.
