Ministers in Kenya boycott cabinet

    Ministers allied to Kenya's Premier Raila Odinga announced that they will boycott cabinet meetings until the latest dispute over who between the President and the Premier has the right to fire or suspend is sorted out. Both parties of the grand coalition were holding discussions in secret hotels since Monday.

    On Tuesday a spokesman for the Orange Democratic Movement said the party will not withdraw from the coalition but will wait for the return of Chief Mediator Kofi Annan.

    President Kibaki and Prime Minister Raila Odinga clashed after the President nullified a decision by the Prime Minster to suspend two Cabinet Ministers who were mentioned in corruption scandals that have led to the loss of millions of Kenya shilling meant for the Ministry of Education. While maize whose value was estimated to be two billion Kenya shillings was lost in another scandal.

    Last week eight permanent secretaries who were mentioned in the scandal left their jobs to pave way for investigations. Prime Minster Raila Odinga then suspended Education Minister Sam Ongeri and Agriculture Minister William Ruto. But the President annulled the decision saying that Prime Minister Raila Odinga did not have the powers to suspend ministers and that he had to consult him before making the decision.

    The two rivals formed a coalition to end riots following the 2007 election.

    Some 1,300 people died in the violence and tens of thousands were displaced.
