   Well now we see the misuse of statistics to to further the dubious aims of your fringe organization. Intelligent people will note your intention to deceive. What you fail to factor into the equation is that the WHO/UNAIDS recommendations were based upon female to male heterosexual HIV transmission. Why do you insist on including gay infections into a discussion of heterosexual HIV transmission? Are you trying to deceive people?
   
   The HIV rate in Ethiopia is according to USAIDS is 0.54-1.67% (based on a population of 77.43million - see here: http://www.unaidsrstesa.org/countries/ethiopia/ethiopia.html
   
   So why do you lie? Does lying so blatantly make you somehow feel good? You are a very sick person.
   
   Why do you say the male circumcision rate in Ethiopia is 100%? It is known that in the West of the country the male circumcision rate is below 50%. See here:

   At the end of 2005 it was found that only 11% of US males were in infected through heterosexual activity. 59% through many having sex with men (MSM), 20% through injecting drug use (IDU), a further 8% from those involved in MSM sex and IDU and the rest unknown source of infection. Fully 87% through non heterosexual infection.
   
   So only 11% of HIV+ men in the US have been HIV infected by heterosexual means while the majority are through homosexual and/or IDU drug abusing. Obviously the majority of those dying were not through heterosexual infection.
   
   Now of this 11% of males there are no circumcision statistics yet it is known that 15% of the 11% are White, non-Hispanic (reflecting 60% of the population), 62% of the 11% are Black/African American (reflecting 12% of the population), and 20% of the 11% are Hispanic (reflecting 14% of the population).
   
   There you have it so predominantly circumcised white heterosexual males have a 0.002% chance in the US of being HIV+. Non-black Hispanics heterosexual males have a 0.017% chance of being HIV+ (8.5 times higher than whites) and Black/African American males have a 0.061% chance of being HIV+ (30.5 times higher than for whites.)

   Judging by the posts, it sounds like Joshua has a few mental issues of his own. I can't imagine how someone can be so angry at people who express an opinion about a health issue. What a shock, intelligent people might see resorting to a primitive custom to prevent HIV as being a bad idea. And a diversion of money and resources from more proven methods of prevention.
   
   To hear Joshua, one would think he believes circumcision is the solution to the AIDS crisis in Africa. Even if these studies stand the test of time, circumcision does little in fighting HIV compared to condoms, education, access to ARVs and behavioral factors. It might be good for the UNAIDS PR dept to have a new 'answer' to go out and do fundraising, but surely they are lost if they believe this is a priority.
   
   Why fight a battle with a sling shot when you can use missiles? It is concerning to see the World Health community resort to promoting a primitive body modification custom as the new answer to AIDS.
   
   Then there is the little human rights problem of removing healthy sex anatomy from people without their consent or through coercion. Why not aim to make the services available to willing adult males instead of resorting to coercion strategies, marketing/propaganda and targeting children? Lay the facts on the table and let people decide for their own bodies. It seems that the WHO sometimes has a tendency to treat people in developing countries as cattle.
   
   For all the good work Stephen Lewis does he is a hypocrite in this case. He speaks against programs designed to promote behavior change as being 'neocolonialist' yet sees absolutely no problem with telling African Men what they should be doing with their own bodies. When they can achieve the same ends through simply being educated about HIV, not sleeping with hookers and using condoms. The proven methods for HIV prevention that are far more reliable and protective.
   
   And speaking to Joshua's posts again... The foreskin as a 'public health risk'. Absurd. I won't even address this contention because it is insane.
   
   And now I suppose I should brace myself for rabid attacks on my character and state of mental health now that I have expressed a differing opinion. I wonder who are these invisible enemies of his imagination.

   There you have it? Have what? there are hundred of confounding factors that could influence this. In general American non-white men are more marginalized. Which translates to lower levels of education, less access to health services, more risky behavior and so on.

   The issue is very complicated. The results of the studies do suggest that widespread circumcision in Africa could reduce HIV transmission by hundreds of thousands.

While consideration is being given to making such programs culturally sensitive, the proposed implementation of male circumcision raises complex moral problems relating to cultural practice, gender equity, informed consent, and the just allocation of limited resources.
   
   There are some strong arguments against circumcision campaigns, including:
   
   * If more men decide not to use condoms because they have been circumcised, HIV transmission may increase.
   * Male circumcision no affect on women's HIV risk.
   * Circumcision may reduce women's ability to negotiate condom use.
   * Circumcision is a complex cultural practice, with identity and religious connotations in many cultures.
   * Some people consider circumcision to be a form of genital mutilation.
   * Circumcision is often performed outside of clinical environments. There could be an increase in deaths due to complications from the circumcision procedure.

   I am sure many men would rather stick with more reliable and proven methods of HIV prevention that render circumcision irrelevant, than sacrifice part of their body in at the urging of health officials.
   
   Lewis and other promoters of this circumcision 'roll out' go farther than reason and respect for individual rights permit... Urging African govts to initiate policies that would see that as many as men as possible who are not circumcised to be circumcised. It is a revealing statement that insults the intelligence of African men.
   
   If he (and other promoters of this program) were truly intending to respect the human rights that they pay lip service to, this statement would have come out differently. Perhaps: " We encourage govts be aware that circumcision can help prevent HIV; and to ensure that services are made available to meet the demands of adult men who wish to undergo the procedure" This would respect the the choice, intelligence and autonomy of African men. But instead we get : "Circumcise as many African men and boys as possible." I imagine they would see no problem with programs that might promote stigmas and label intact males as being a 'health risk'; when in reality an uncircumcised man can be just as safe as a circumcised man.
   
   It is also strange that Lewis left out condoms when talking about preventative technologies. Coupled with education, this is the primary and most effective technology out there that has worked successfully the world over. Old news I suppose.
   
   It is a false belief that a man who is circumcised is inherently at less risk than an uncircumcised man. Behavior is a far more significant factor. An uncircumcised male who has the knowledge and sense to protect himself from HIV is 100s of times less likely to be infected than a man (circumcised or uncircumcised) who does not. Why should UN and govts be trying to convince the men who know how to protect themselves in far better ways to be circumcised? And circumcising children is being promoted mainly because it will bypass his choice lest he would decide not to go through with it. This is treating people like cattle.
   
   Why not aim to make the services available to willing adult males instead of resorting to coercion strategies, marketing/propaganda and targeting children who are too young to consent? There should be no talk of 'targeting' healthy males for a surgery. What should be discussed is availability. And perhaps getting priorities in order. It is a sad state of affairs if the world health community is looking to circumcision as a key priority in the fight against HIV.
   
   There are factors contributing to the blindness to the moral issues raised with the type of programs he is promoting. In Islam and Judaism circumcision is something to be submitted to, no questions asked, and it is usually performed on children. It is not a matter of personal choice. This conflicts with the principles of individual autonomy and human rights that have emerged in the modern era and that the UN are supposed to uphold. In America and other cultures that practice circumcision on children, it is chosen for them 'for their own good'. This despite the fact that all the possible health benefits that circumcision provides is only related to rare health conditions and can be achieved through simpler means. Washing and practicing safe sex negates virtually all of the health benefits that circumcision might provide. This adds up to very little justification for surgically modifying someones body without their consent.
   
   Aim to make the services available. Lay the facts on the table and let people decide for their own bodies. And make sure that as disproportionate amount of resources is not diverted from more effective prevention strategies. This seems like a more than reasonable approach. Much sounder than a politically correct version of "Circumcise the Africans", which is the present message by some of the more zealous promoters of this strategy.

    Rwanda Male Circumcision Campaign To Help Reduce Spread Of HIV
    
    
    Rwanda recently launched a male circumcision program in an effort to help reduce the spread of HIV and other sexually transmitted infections, BBC News reports. Innocent Nyaruhirira, Rwanda's HIV/AIDS minister, said the program initially will target infants, the army, police and university students (BBC News, 1/22).
    
    Rwanda in September 2007 announced plans to launch the campaign. According to final data from two NIH-funded studies -- conducted in Uganda and Kenya and published last year in the journal Lancet -- routine male circumcision could reduce a man's risk of HIV infection through heterosexual sex by 65%. The results of the Uganda and Kenya studies mirrored similar results of a study conducted in South Africa in 2005. In response to the findings, the World Health Organization and UNAIDS in March 2007 recommended the procedure as a way to help reduce transmission of the virus through heterosexual sex (Kaiser Daily HIV/AIDS Report, 9/7/07).
    
    Nyaruhirira said that Rwanda made the decision to launch the campaign "from a statistical point of view," adding, "It is a fact that men who are circumcised are 60% more likely to be protected against HIV during sexual intercourse." According to Nyaruhirira, health workers will be trained on male circumcision to ensure that there are enough qualified people to perform the procedure. The program will be voluntary, but those in the army likely will see circumcision promotion as an order, BBC News reports.
    
    Male circumcision is rare in Rwanda because the country's primarily Christian population does not practice the procedure, according to BBC News. World Bank figures from 2007 place the country's HIV/AIDS prevalence at about 3% (BBC News, 1/22).

    The proof is three randomized clinical trials in which more than 11.000 young men were by means of a lottery divided in two groups, one group got circumcised, and the other not.
    Then they were sent out INTO THE REAL WORLD, and followed for a longer period of time, and test showed that the circumcised had 65% less AIDS infections then the non-circumcised.
    
    The proof is indisputable.

Whether circumcised or not, whether you use protection or not, whether gay or whatever, you will get AIDS if you sleep recklessly, because condoms burst and fluids get exchanged,the foreskin is not the conduit for the virus when present, and that AIDS will only end if people stick to their sexual partners and remain faithful to each other.

    Circumcision or no circumcision - neither can stop the horrific spread of HIV throughout the globe. What people need is education and understanding as to the cause of this deadly disease. Fornication and adultery in all cultures has spread the HIV devil to all levels of society, but we don't want to recognize that as the root of the problem. We talk of circumcision and contraception as solutions instead of advising people to simply stop sleeping around.
