CAR: Bozize forms cake-sharing cabinet

    The presidential decree forming the new Central African Government was released on the state controlled Television Centrafrican on 28 January in the afternoon. Four ministers of state, 18 ministers and 7 junior minister all coming from the presidential majority were appointed by President Francois Bozize.

    Bozize promoted his former companions of the rebellion to the rank of ministers of state while rewarding certain personalities for their faithfulness, without not foregetting to give the portfolio of junior defense to his son, Francis, who was formerly director of cabinet of the Defense Ministry. Gossipers consider this cabinet as a cake sharing government since the president rewarded only those who helped during his 2002-2003 rebellion, and those who supported his candidacy during the 2005 presidential election.

    Same gossipers believe that Gen Bozize, by forming this government, confirmed his determination to protect certain ministers known for their lack of transparency in management of public affairs. This is why certain commentators said that it was not necessary to dissolve the government if it is to re-appoint the same ministers.

    The great challenge of the new cabinet will be to convince state workers to resume work. It should be pointed out that civil servants are on general strike since 2 January, claiming payment of seven-month salary arrears accumulated during Bozize’s regime, and unfreezing of their salaries.

    In the observers’ opinion, it is not the former Bangui University rector, Faustin Archange Touadera (appointed as prime minister) who was unable to manage the university affected by repetitive strikes, who would achieve any successful thing in this respect, most specially when he is said not to know any thing in politics, in finance, or in economics.

    Other sources reveal that the president formed the cabinet without taking note of the proposals made by the prime minister. In this case, people wonder how the latter will manage to lead a team whose members are not proposed by him, and are fond of claiming their faithfulness only to the president.

    Based on the foregoing, one can say that the prime minister will have to face collaboration problems with some ministers, and with the president who is reported to be «an outdated dictator not ready to accept contradictions or advice. »
     
    Finally, the great looser of the adventure is Faustin Archange Touadere who is leading a government from which nobody expects anything.
